Just before a United States official political decision, NASA finds a shooting star in the Milne Ice Shelf containing a bug-like animal, apparently demonstrating the presence of extraterrestrial life. The disclosure might be the main consideration in the official political decision, in which one of the central points of contention is whether to keep subsidizing NASA.

Occupant US President Zachary Herney favours supporting space research, while his challenger Senator Sedgewick Sexton contends for dissolving NASA. President Herney sends a group of specialists to the Arctic to check the credibility of the extraterrestrial bug: oceanographer Michael Tolland, astrophysicist Corky Marlinson, glaciologist Norah Mangor, scientist Wailee Ming, and National Reconnaissance Office representative Rachel Sexton, Senator Sexton’s girl.

Whenever the researchers observe a peculiarity that raises doubt about the validity of NASA’s disclosure, they’re assaulted by a Delta Force group that had subtly been keeping an eye on them.
