The novel follows White House knowledge examiner Rachel Sexton’s inclusion in authenticating NASA’s revelation of a shooting star that probably contains evidence of extraterrestrial life, looking like the ALH84001 case.

Just before a United States official political decision, NASA finds a shooting star in the Milne Ice Shelf containing a bug-like animal, apparently demonstrating the presence of extraterrestrial life. The disclosure might be the main consideration in the official political decision, in which one of the central points of contention is whether to keep subsidizing NASA.

Occupant US President Zachary Herney favours supporting space research, while his challenger Senator Sedgewick Sexton contends for dissolving NASA.
